From 2003 to 2005, Economic Affair Division of Beijing WTO Affairs Center wrote the following reports:

 

1. The Impact of SARS on Beijing Economic Development and Relevant Countermeasures

Beijing economy was in full swing for development in 2003, when SARS struck the city. Destructive impacts were obvious to Beijing's economy but they were partial and short-lived. The research report analyzed these impacts particularly toward Beijing's GDP, three major industries, international trade and utilization of foreign capital from five aspects, namely flows of personnel, products and goods, funds, information and technology.

There are a lead section and three sub-sections in the report, entitled respectively as ¡°The Impact of SARS on Beijing's Economic Development and Relevant Countermeasures¡±, ¡°The Impact of SARS on Beijing's Tourism and Tourism Related Industry and Countermeasures¡±, ¡°The Impact of SARS on Beijing's International Trade and Countermeasures¡±, ¡°The Impact of SARS on Beijing's Ability to Attract Foreign Investment Capital and Countermeasures¡±.

 

2. The Impact of CEPA on the Capital's Economic Development and Countermeasures

Since its signing in 2003, CEPA has had much influence on Beijing's Economic Development and structure. Judging from the economy's gross size, CEPA stimulated consumption, increased investments, promoted importation while looking into industry structure, CEPA brought about not that promising results in sectors like textile and garments, jewelry, and cosmetics. On the high side, CEPA benefited such sectors like finance, real estate, and tourism. Given the mixed bag, Beijing municipal government initiated a formation of the Beijing Hong Kong Economic and Trade Research Group and established a network platform for information exchange for the purpose of promoting Beijing's economic development.

The report on this topic is composed of a chief section, The Impact of CEPA on the Capital's Economic Development and Countermeasures, and two sub-sections, The Impact of CEPA on Beijing's Cargo Trade and Countermeasures, and The Impact of CEPA on Beijing's Service Trade and Countermeasures.

 

3. The Developmental Situation Research of Zhongguancun Science Center after China's Entry into WTO

The development of Zhongguancun Science Center is closely linked to the effects caused by China's entry into WTO. The country's official status in WTO has led to opportunities for and challenges to research and development activities in the fields of information technology, bio-medicine, neo-materials, and environmental protection in Zhongguancun Science Center. The overall level of service inside Zhongguancun has been improved along with the opening of service sector. Seizing the opportunities, Zhongguancun Science Center will elevate its further development.

This report includes three parts. The first part elaborates on impacts on Zhongguancun Science Center development as a result of China's entry into WTO. The second part focuses on the consequences caused by the legal framework toward Zhongguancun's enterprises. The last part examines what inspiration the management of Zhongguancun Science Center can get from its counterparts in world-famous science parks

4. The Theoretical Research on Advanced System of Trade

Researchers first define this new concept, objects and ways of an advanced system of trade. Sources of capital and international rules for an advanced system of trade are afterward introduced. In view of the significance of foreign trade in producing effects of economic growth, income, substitution and capital accumulation for the city of Beijing, it is paramount for Beijing to establish its Advanced System of Trade in reference of such systems in developed countries and areas.

The article is presented in three parts, respectively entitled as ¡°The Implication of an Advanced System of Trade¡±; ¡°The Contributions of International Trade to Beijing's Economy and the Need of Establishing an Advanced System of Trade in Beijing¡±; and ¡°Advanced Systems of Trade in Selected Developed Countries and territories and their Characteristics¡±.

 

5.Research on Strategies for Developing MNC Offshore Services in Beijing in the Trend of International Transfer of Service Industry

Economic globalization has resulted in an irreversible trend of offshore manufacturing services by MNCs. It brings new development opportunities for Beijing, an economically central city with better-grounded internationalized service sector. Only with capture of such opportunities that Beijing could claim the status of being the service center in China.

The article is divided into these four parts:¡° Understanding MNCs Offshoring of Businesses¡±; ¡° Impacts of MNCs'Offshoring on Beijing¡±; ¡°Possibility for Beijing in Serving MNCs' Offshored Businesses¡±; and¡° Strategies and Suggestions¡±.

 

6.¡¶ Report on foreign direct investment in Beijing ¡·£¨ 2003 £©

Based on the foreign investment enterprise database of Beijing Municipal Bureau Of Commerce, the report reflects the basic conditions of the foreign investment enterprises and the development status of utilization of foreign capital up to 2002 in Beijing. The report comprises four parts.1.An overall survey, 2. Foreign Direct Investment by various industries and sectors in Beijing, 3. Foreign Direct Investment by various countries or territories in Beijing, 4. Foreign Direct Investment by various regions in Beijing.

 

7.¡¶ Report on Foreign Direct Investment in Beijing 2004 ¡·

The report analyses the development status of Beijing's utilization of foreign investment capital up to 2003, based on information in the database of annual check-ups of foreign invested companies in 2004 compiled by the Bureau of Commerce of the Beijing Municipal Government. The analysis indexes use of foreign capital through signed agreements and in real application among other things. The report consists of five parts: 1.Description of an Overall Survey; 2. Industries and Sectors in Beijing with Foreign Direct Investment and the Current Situation; 3. Foreign Direct Investment in Beijing by Nationalities and Territories; 4. Overview of Districts in Beijing in Attracting Foreign Direct Investment, and 5.The Representative Enterprise.

 

8.¡¶ Report on foreign direct investment in Beijing ¡·£¨ 2005 £©

Similar to the report released in 2004, this report analyses the development status of Beijing's utilization of foreign investment up to 2004, based on information in the database of annual check-ups of foreign invested companies in 2004 compiled by the Bureau of Commerce of the Beijing Municipal Government. There are four parts in this report: 1.An Overall Survey; 2. Industrial and Sector Characteristics of Foreign Direct Investment, 3. Foreign Direct Investment in Beijing by Nationalities and Territories; and 4. Overview of Districts in Beijing in Attracting Foreign Direct Investment.

9. Thoughts and Strategies for utilization of Foreign Investment during the 11th Five-year Plan Execution Period

This is one of the research topics before the 11th Five-year Planning. It reviewed the characteristics of foreign investment and summarized problems in utilization of foreign capital in Beijing during the 10th Five-year Plan period. Work guidance, focused areas and policies and strategies were presented for better use of foreign investment in the coming 11 th Five-year Plan execution period. Research emphasizes on the following areas: 1.Influence of foreign capital to Beijing during the 10th Five-year Plan period, and the opportunities and challenges in utilization of foreign capital during the 11th Five-year Plan period; 2. Overview of the direct use of foreign direct investment in Beijing during the 10th Five-year Plan period and forecast for the 11 th Five-year Plan period for the situation; 3. Overview of the indirect utilization of foreign direct investment in Beijing during the 10th Five-year Plan period and forecast for the 11 th Five-year Plan period for the situation; 4.Costs and Risks in utilizing foreign capitals, and 5. Thoughts and strategies for utilizing foreign capital during the 11th five-year plan period.

 

10. The Special Program for Attracting Foreign Direct Investment in the 11th Five-year Plan Period

This program is the important part of the 11th Five-year Plan for Beijing. Following review of the utilization of foreign capitals during the 10th Five-year Plan in Beijing, the program puts forward guiding ideas and development goals and measures for implementation during the 11th Five-year Plan period in Beijing. The program is elaborated in five parts: 1. Summary of utilization of foreign capital during the 10th Five-year Plan period; 2.Environment analyses of the utilization of foreign capital during the 10th Five-year Plan in Beijing; 3. Guiding ideas and development goals of the utilization of foreign capital during 11th Five-year Plan in Beijing, 4. Important sectors of the use of foreign capital during the 11th Five-year Plan period in Beijing, and 5. Measures for the utilization of foreign capital during the 11th Five-year Plan.
