Directed by The Action Plan Programme for Beijing in the Transition Period after China's Entry into the WTO £¬ the Organization Department of the Communist Party of China Beijing Municipal Committee, Personnel Bureau of the Beijing Municipal Government, Beijing Foreign Economic and Trade Commission (formerly Beijing Municipal Bureau of Commerce) jointly issued The Notice on WTO Senior Professional Talents Training Class of Beijing City (Jingrenfa [2002] No. 99), planning ¡°to take five years to train up 100 or so WTO senior professional talents for Beijing Municipal Government. The professional training enhances the trainees' knowledge on rules and agreements of WTO and familiarization with the commitments, rights and obligations of China upon its entry to WTO. Trained officials are expected to serve the government and enterprises as consultants in the transitional period of China's entry into WTO, to be able to participate in trade negotiations and settle trade conflicts, and to deal with WTO affairs from a legal point of view. The training class first conducted on 23 rd October 2002 signified the formal launch of the WTO senior professional talents training program. There have been so far 239 trainees from the class' first phase. And 190 took part in the training of the first two phases, 77 finished training of three phases, four of who began their studies for a relevant Master's degree. At the certificate-issuing ceremony on 25 th May 2005, there were 52 trainees receiving the Senior Certificates of Beijing WTO Affairs Specialized Talents, 92 the Intermediate Certificates and 36 the Primary Certificates, altogether forming a professional talent team in the context.

We jointly held two National WTO Affairs Teaching Resources Advanced Training Classes with the Ministry of Education in 2003 and 2004. There were about 400 teachers in schools of economics and schools of law and other institutions of higher education all over China taking part in the research and discussion. They were from more than 150 universities in 29 provinces in the county. Acquiring national influence, these two advanced training classes played active role in improving the teaching on WTO topics in universities and reforming the trade teaching system.

Entrusted by the Ministry of Personnel of the People's Republic of China and the Personnel Bureau of the Beijing Municipal Government, the WTO Affairs Centre held ¡°WTO Agreements and China Agriculture Standardization Construction Advanced Training Class¡±. The training served to carry out the spirit of the Central Rural Work Conference, to strengthen the basic status of agriculture, to answer the challenges of agricultural standardization and criteria construction after China's entry to the WTO, and to train further the senior professional talents who have been familiar with the WTO rules on agricultural standardization and criteria construction. This training class attracted more than 50 professional technicians from over 20 provinces and cities and made great contributions to the improvement of research and theory regarding such standardization, the overall realization of agricultural standardization and the entire development of China's agriculture.
